A staff sickness fund (BKK) is a health insurance company, which belongs to the legal health insurance in the Federal Republic of Germany.

Staff sickness funds are like all carriers of the legal health insurance bodies of the public right with autonomy. Autonomy organs of a BKK are the full-time executive committee and the honorary board of directors. The board of directors consists of representatives of the employers and employees. Each group has the same number of votes. The executive committee is ordered by the board of directors for the duration of 6 years and leads the current administrative business of the BKK.

The staff sickness funds were originally exclusive for individual enterprises and/or companies responsible health insurance carriers. Existed as "„factory cashes "“it partly already before introduction of the legal health insurance (1883, see imperial message). They stepped before introduction of the general cash right to vote 1996 for the busy workers of the enterprises, for which a BKK was established, to the place of the general local health insurance company, at which to 1996 all workers were insured, for which no operating or guild's health insurance fund were responsible. Employees had also 1996 ago in BKK enterprises a right to vote between BKK, compulsory health insurance scheme and private health insurance fund.

The establishment of a BKK is permissible for enterprises with regularly at least 1000 persons subject to compulsory insurance persons employed, whereby itself the majority, which in the enterprise coworkers employed, for the establishment decide must. This does not mean however, which also the majority of the persons employed member in these new BKK to become to have.

Since the liberalisation of the health insurance company right to vote on 1 January 1996 many BKKn opened by amendment of the by-laws and are thus selectable for all persons subject to compulsory insurance and insurance beneficiaries. In addition, there are still the traditional staff sickness funds, which do not make use from the opening possibility. On 1 January 2006 there were 199 staff sickness funds, about which 144 cashes used the possibility for the general opening. The staff sickness funds insure over 14 million humans.

By their relatively favorable member and income structure many staff sickness funds are net payers in the risk structure reconciliation of the health insurance companies.

Since introduction of the cash freedom of election 1996 the number of staff sickness funds annually constantly decreased/went back, particularly by freiwillige of unions of small cashes to larger units (fusions). The freiwillige combination of BKKn takes place on resolution of the boards of directors and after permission via the national supervisory authority.

All staff sickness funds belong to a regional organization on Land of the Federal Republic level. The affiliation depends thereby on the head office of the BKK. These federations form together the BKK Federal association. The staff sickness funds of the service enterprises of the federation represent only exception of it. At present this only applies to the COURSE BKK.
