Thomas's R. Fischer, (* 6 October 1947 in Berlin) is a German banker.

Fischer studied political economy at the Albert Ludwig university Freiburg in mash gau. After its graduation 1981 he worked until 1985 at the VARTA battery AG in Hanover. Afterwards it held different positions with the German bank, for example 1991/1992 as a managing director of the German real estates investment trust ltd.

1995 it was appointed into the executive committee of the national clearing office Stuttgart, whose presidency it took over after separating Walther on 1 October 1996. It led the national clearing office into the fusion to the Landesbank Baden-Wuerttemberg (LBBW). Because Fischer did not agree with the planned guidance model of the LBBW, it separated at the end of of 1998 from the executive committee of the national clearing office and became starting from 1 January 1999 member of the executive committee of the German bank. Fischer should belong to that as Chief operating Officer (COO) and as Chief Risk Officer (CRO) 2002 created Group Executive Committee of the German bank. It agreed not however with this guidance structure and the stabilization of the position of the executive committee speaker resulting from it and left therefore in January 2002 the bank. Thereupon field man transferred the post of the executive committee speaker of its predecessor Rolf e in May 2002 already in September 2000 of the selected Josef. Breuer.

Fischer is since January of 2004 chairmen of the board of the WestLB in Duesseldorf and since 3 November 2004 a president of the Federal association of public banks of Germany
